According to the federal grand jury indictment, Deborah Gail Frock pimped an underage 17-year-old girlFebruary 28, 2009 MD NEWS -- A United States federal grand jury indicted Deborah Gail Frock, age 39, of Westminster, Maryland, for sexually exploiting a minor to produce child pornography. According to the federal grand jury indictment, Deborah Gail Frock pimped an underage 17-year-old girl by transporting her to an Inn in Westminster, Maryland, to meet with an adult male to engage in sexually explicit conduct. The man paid the minor $500, to allow him to take nude photos of her as well as photos and video of the two having in sex. Afterwards, the teenage girl gave the money to Frock. In 2007, Law enforcement agents subsequently searched the man's residence and seized a computer containing a dozen images of the young girl naked and engaged in sex with the man. Furthermore, according to the indictment, Deborah Gail Frock in August or October 2006, Frock set up by phone a photo shoot of the teen with another adult male. Then Frock trafficked the victim across state lines to the man's house in Purcellville, Virginia to engage in sexually explicit photography. Frock was present for a part of the time while the man took pictures of the underage girl, which also paid Frock $600 to allow him to take the pictures. Afterwards, the man allegedly received two or three phone calls from Frock who attempted to set up additional explicit photo shoots. Eventually, the man claimed to have received a voice mail in which Frock told him that the victim was only 17 years old, and that the state police were at her home, and she would tell the police about the photo shoot unless he helped Frock encrypt her computer or delete incriminating files from it. Upon hearing the voice mail, the man allegedly destroyed his photos he had of the underage girl. Additionally, the teen victim was reported missing on September 24, 2006, and was found on October 19, 2006. Throughout this time, Frock is believed to have concealed the victim to prevent law enforcement from locating her. The case was investigated by the Maryland Human Trafficking Task Force, which was created to discover and rescue victims of human trafficking while identifying and prosecuting offenders. In addition, United States Attorney for the District of Maryland Rod J. Rosenstein complimented the Federal Bureau of Investigation, the Maryland State Police and Carroll County State's Attorney Jerry Barnes and his office for their assistance in this investigation and prosecution. Finally, Assistant U.S. Attorney Solette Magnelli, will be prosecuting the case. Meanwhile, Deborah Gail Frock charged in this indictment is presumed innocent unless and until proven guilty a federal court. If convicted for sexually exploiting a minor to produce child pornography, Frock faces a minimum sentence of 15 years to a maximum of 30 years of incarceration, followed by supervised release for up to life. |
